The Power Engineering Consulting Joint Stock Company 4, a subordination of Electricity of Vietnam Group (EVN), has just completed the Binh Đinh Electric Power Center plan report to present to the Ministry of Industry and Trade for approval and adding up to the Planning on Vietnam’s Electricity Development in the 2006-2015 period also known as the Master Plan VI.
The Binh Đinh Electric Power Center plan is the supplementing alternative project for many large-scale combined cycle gas turbine plants in the Central and Southern provinces in the VI Electricity Development Plan.
Having the capacity of 5,200MW with 3 plant units, The Binh Đinh Electric Power Center will be built in the area of 250 ha in the vicinity of Cat Khanh-Cat Thanh Commune, Phu Cat District, Binh Dinh province. In the first phase, there will be 1 plant unit having 2 machine assemblies with the capacity of 600 MW each. In the second phase is one plant unit, two machine assemblies with the capacity of 1,000 MW and in the third phase there will also be one plant unit, two machine assemblies having the capacity of 1,000MW which will run in the period of 2006-2010. The total outlay is anticipated to be USD 7.5 billion.
The Center’s general layout includes of a water coolant system, 2 coal piers for ships of DWT 70,000 to DWT 100,000, 1 oil pier for ships of DWT 1,000 to DWT 2,000, 1 equipment pier for DWT 1,000 ship, which are used for the whole Center in the first phase.
The Center’s slag yard is capable of storing slag in 10 to 15 years. There will also be an area for resettlement.
Van Phong – Dinh Binh canal system will be the source of water for the Center. There will be about 300 households of 3 communes of Cat Khanh, Cat Thanh and Cat Minh in Phu Cat District to be influenced by the plan. It is estimated that the total compensation for resettlement will be about VND305 billion.
