As remarked by the Thermal Power Project Management Board No.1, the general progress of Quang Ninh thermal power project No.1 is about 8 months behind schedule, in which the time of switching on the 110 kV switchgear is 13 months progressing slowly, the time of switching on the 220 kV line is 12 months late, the circulation water-pumping station is 2 weeks behindhand, the firing is 1 month slow and so on.
Currently, the activity of resettlement to clear land is still encountering difficulties because the construction of resettlement area is falling behind schedule. There are 3 out of 26 households who do not agree to move out of the site.
The engineering, procurement and construction (EPC) contract for Quang Ninh thermal project No.2 (600 MW) has become effective since June 11th, 2007. This is now the twenty-second month of the contract, but the work volume completed is still too small.
The main reason for that is the lack of workforce. According to Quang Ninh Thermal Power Company, in the final stage of construction of Quang Ninh thermal power project No.1, there is a need of 4,500 employees to retain the progress while this company can only mobilize nearly 2,000 Chinese and 225 Vietnamese. Also, the contractor is constructing the remaining part of Quang Ninh Thermal Power No.1, so there must be a shortage of labour for Quang Ninh Thermal Power No.2.
Quang Ninh Thermal Power Project which is invested by The Electricity of Vietnam and located in Ha Long City has the capacity of 1,200 MW and the total investment of VND 9165.2 billion. The project is implemented by an EPC contract with the contractor SEC. With the annual power output of 3.6 billion kWh/year, Quang Ninh Thermal Power Company, when put into operation, will strengthen the credibility of power supply for the economic triangle of Hanoi – Hai Phong – Quang Ninh.
