The proposal to converse Vung Ang power center 3 from coal to LNG burning in PDP VIII

Ha Tinh Provincial People's Committee (PPC) has just issued a document to the Ministry of Industry and Trade (MOIT) with a proposal to converse in Power Development Planning VIII (PDPVIII) Vung Ang power center 3 (Vung Ang 3&4 projects) from coal to LNG burning and increase capacity of this center from 2400 to 4800 MW.

In PDP VII (adjusted) the units 1&2 of Vung Ang 3 project will be put into commercial operation respectively in 2024 and 2025. However, at July 19, 2019, the investor - Samsung C&T sent a letter to Department of Electricity and Renewable Energy (MOIT) with the information about “impossibility to develop the project on coal fired basis”
 
At January 22, 2020, MOIT reported to Prime Minister (PM) a proposal to implement the project by IPP form and assign Ministry of Planning and Investment (MPI) to preside over for selecting the project investor in accordance with the regulations and report PM to decide.
 
Carrying out the direction of Deputy Prime Minister Trinh Dinh Dung in Document No 2667/VPCP dated on April 6, 2020 on unanimity with relevant ministries and agencies to converse project, MOIT has reported to PM on investment form of this project.
 
Right after MOIT report, the PM issued a document to agree stopping Vung Ang 3 coal fired thermal power project development.
 
On September 15, 2020, Ha Tinh PPC sent a proposal to MOIT to converse Vung Ang 3 power center including Vung Ang 3&4 coal fired TPPs with a total capacity of 2400 MW to the power complex LNG fired with a capacity of 4800 MW.
 
It is well known that PM and MOIT will generally consider this proposal of Ha Tinh PPC in PDP VIII.
