At Quang Nam power system
1. Power supply: there are 519 out of 1,014 transformer substations recovered, accounting for 51.2% of surcharge substations in the whole area. Power outages occur at 495 surcharge substations, 26.95% of the province’s stations, except for Nui Thanh and Phuoc Son. Tien Phuoc, Phu Ninh districts have been completely recovered from power cut. Nam Giang, Dong Giang, Tay Giang districts were entirely interrupted and now are being recovered. The whole A Vuong hydropower construction site and a part of power supply source at Song Tranh No.2 construction work were also interrupted. Tam Ky city has recovered 8 out of 25 substations, and is having 17 others at Tam Thang, Hoa Huong, Tam Phu, An Phu, and Tan Thanh recovered. Hoi An town has had 62 out of 72 substations revived, and 10 others at Thanh Ha commune being repaired. Dien Ban district has recovered its 50 out of 154 substations including the administrative center, and is doing this with the others. Dai Loc district has repaired 42 of 200 substations consisting of the administrative center, and also having the others revived. Duy Xuyen district recovered 130 of 192 substations including the administrative center, and is recovering the others. Que Son district with 37 of 67 substations repaired and 30 other ones in the West being repaired. Hiep Duc district with 15 of 18 stations recovered and other ones in Binh Duong, Binh Dao, Binh Minh commune. Northern Tra My district with 7 substations in Tra Bui commune and 7 other ones in Song Tranh No.2 hydropower plant, its interrupted construction area involving 9 stations being recovered. Southern Tra My has blackouts at 2 substations in Tra Vinh commune which is being revived.
2. Network grid, substations, communication system, and other architecture
Communication system: it is now losing the contact with 5 BTS in the area of Dien Ban- Duy Xuyen (2/4), Nam Giang (1/1), Song Tranh hydropower construction work (1/2), Tam Thanh (1); and optic cables are broken at some routes which are across Cau Lau river, as well as Gieng Troi-Dien Ban bridge, and from Song Tranh BTS No.1 to No.2 one (assets depreciated).
* Power branch Duy Xuyen: all of control boards of TTG, T9, T95 were flooded; 80 m of fence was pulled down; 11 DZ 15kV piers across Cau Lau bridge were pulled down, 6 piers were tumbledown, a phase conductor was swept away; a DZ 15kV pier behind MC Tiem Ruou was leaning; 1,000 XBT meters at Duy Trinh were flooded.
* Power branch Tien Phuoc: The company will deal with several blown-off points such as LT10.5 pier No.2 at Branch to Tra Giang No.6, TS 150 pier No.07 at 472T45 line generating power to Tra Vinh commune, and piers No.421, 422, 423,424,425 (05 LT10.5) at 571T42 line. At Branch to Tra Leng alone, some piers were pulled down and lines were broken. But there have not been any specific figures, EVN suggested the company to have another company do the repair.
Central Power Plant transportation and installation Joint Stock Company will be responsible for some blown-off points (guaranteeing): 374E15 line generating power to Song Tranh No.2 hydropower with piers No.04, 05, 08, 09, 11, 12, 13, 272/4, 272/5, 272/7 (12 L12); and T18A and T3 substations. Lines are temporarily isolated.
Points which are in danger of being blown off are dealt by Northern Tra My commune People Committee and relating individuals: 471T44 line with piers No.90,91,127 (04 LT10.5), Tra Giac No.5 transformer station. Company No.532, Ministry of Defence cleared Eastern Truong Son road, commune’s People Committee is in charge of land clearance compensation. 471 T44 line with piers No.07,08,9A,10,14 (09 LT 10.5) at the end of FCO and the beginning of Tra Giap in which Nghia Thanh Limited company cleared the communes-crossing road, and the commune People’s Committee undertook land clearance compensation. Regarding Tra Tan-Tra Doc 15kV branch with pier No.10 (01 LT12) at which Mrs. Mai Thi Cai utilized illegally the land encroaching secure corridor for high-voltage power network, the line was temporarily isolated, and the Committee will command it to be solved conforming to the law.
* Power branch Dai Loc: DZ 572 T72 pier at Khe Giua-La De route fell down. Many DZ 22kV piers at Thanh My-A Vuong route were collapsed which have not been fully investigated. There was only a part of losses identified due to grave flood and many other points have not been. Estimated losses initially valued at approximately 2.2billion VND.
3. Losses of power output: 2.4 million kWh was lost. Additionally, An Diem hydro-power plant could not be generated which was estimated 0.5 million kWh at a loss.
4. Staff’s asset damage: not be totalled up
And the total loss of Quang Nam Power department has been estimated (not in full) at VND 4.3 billion.
Recovery story: Statistics of revival include 7 transformer stations which generate power to Song Tranh No.2 hydropower construction work; 571 T42 route to Tra Bui; power outages at KDC Tam Hiep-Nui Thanh transformer station (regained power supply to the whole commune), at T64 route, Phuoc Son (regained power supply), and at T62 route, Hiep Duc. Many communes continued to be checked and regained power supply, esp. administrative centers at Dong Giang, Tay Giang, Nam Giang given priority. Yet, there are still many areas which have not been checked and dealt with due to huge flood.
At Quang Ngai power system
The occurrence of 2 huge floods from 3rd to 5th November 2007, and from 10th to 12th November 2007 brought about such damage:
1. Power branch Duc Pho: At the flood on 3rd to 5th November 2007, storm with thunder and lightning destroyed a 160 kVA 15/0.4 kV transformer (60 million dong lost), and caused power outages at 6 transformer stations at Ba Trang commune, Ba To district which have not been solved due to uncleared road (3000 kWh of power lost).
2. Power branch Ba To: On 10th November, Lien river raised its water level and flew swiftly, thus made foundation pile torn away, pulled down pier No.16 XT472/T6 and No.15 (double pier) which fell in and broke a part of a kitchen, destroyed some of furniture. Details of damage are 04 BTLT-14B piers broken, 04 sets of girders of piers No.14,15,16 destroyed, 36 horizontal insulators and 03 vertical insulators damaged, 03 FCO broken, guy separated, etc. (estimated loss of VND 100 million), power outages at 36 substations in the West (estimated output loss of 70,000 kWh). At 2 p.m. on 14th November 2007, still, 47 transformer stations were not in operation. The company has been in preparation for tools and planned to repair from 15th to 17th November 2007 then started generation again.
3. Power branch Son Ha At the flood on 3rd to 5th November 2007, flood-affected piers are being repaired, particularly pier No.29 DD 0.4 kV from route No.2 of Son Lang 2 substation with destroyed guy is leaning (due to the flood on 30th November 2007) which the company is repairing temporarily for operation).
At the flood on 10th to 12th November 2007, Son Bao branch (generating power to Son Bao substations No.4,5,6,7) is now getting power outage as the consequence of destroyed road. A destroyed pier, 05XT1 pier of Son Ba No.4 substation, is temporarily handled to generate power to its route No.1.
4. Power branch Tra Bong The flood on 3rd to 5th November 2007 caused the collision of 04 spun concrete piers, esp. pier No.151, the main pier XT 472/T11 (generating power to Tay Tra), owing to pervasive landslide. For sustainable operation, it should repair and move a length of lines with high cost (estimated asset loss is VND 280 million, and power output loss is 20,000 kWh). Son Tinh-Tra Bong optic cable line was broken at one point which has been dealt with. At 2p.m on 14th November 2007, 10 power substations at CND Tra Bong (Tra Trung commune, Tra Tho district) are still not in operation for the reason that pier no.6 at Tra Tho branch has fallen and not been revived.
5. Power branch Quang Ngai: Pier No.1 NR at Tu Nghia Post office’s power transformer station is leaning. A set of piers at Nghia Phu No.3 station have their foundation pile torn away. The total material damage estimated at VND 1,700,000 VND, and power output loss was 18,000 kWh.
Statistics show that Quang Ngai power system’s total losses involve 09 fallen and broken piers, 03 leaned piers with broken guy, 02 piers with torn-away foundation piles, a destroyed 160 kVA substation 15/0.4; power outages happened at 162 power substations from 3rd to 5th November 2007, and at 92 substations from 10th to 12th November 2007. According to short statistics, the estimated material damage totalled at VND 500 million and 130,000 kWh losses in output.
