Germany launches 2.6 GW solar tender

Germany's Federal Network Agency has initiated an auction for ground-mounted photovoltaic (PV) projects, seeking bids for a total capacity of 2.625 GW by March 3.

The value cap for the tender round is EUR 0.068 (USD 0.071) per kWh. It was revised down from last year's EUR 0.0737 per kWh.

At this point, the maximum bid quantity for a single project remains 20 MW.

In 2024, Germany approved legal changes, known as Solar Package I, allowing the upper limit to be raised to 50 MW. However, the changes, whose aim is to speed up solar deployment, cannot be implemented as they are still pending approval from the European Commission.

Overall, the Federal Network Agency plans to auction 9.9 GW of capacity in 2025 in this category, distributed across three tender rounds.

In 2024, the authority awarded contracts for 6,526 MW of ground-mounted solar projects in addition to 779.4 MW of roof-top installations through tenders.
