Proposal for investment in rural power business

As said by Power Electricity Magazine Vol. 10, 2007, along with the difficulty of investment for the bury of 1,500 km of power network in the capital Hanoi, Hanoi Power Company (HNPC) is currently facing another problem in doing power business in rural areas.
HNPC is directly selling power to 107 communes with 373,954 households in Hanoi. For the time being, the rural power network has grown too old, which causes much power loss. In many places like Tay Tuu commune (Tu Liem district), Ngu Hiep commune (Thanh Tri), Trung Mau and Dinh Xuyen communes (Gia Lam), Nam Hong and Bac Hong (Dong Anh), and Viet Long and Kim Lu communes (Soc Son), the power networks have not been improved. The average investment for each household is VND 730,000. Those facts require HNPC to mobilize a huge capital volume so as to enhance the power network.
However, HNPC revealed that the capital mobilization from banks was encountering numerous problems resulted from the inability to meet the requirements of banks. In the mean time, rural power business of HNPC was suffering from loss of VND 2.5 – 8.8 billion. Hence, HNPC is proposing the Capital to finance VND 127 billion for the Company to fulfill the plan of stably supplying power for households.
HNPC’s proposal is proper and suitable with article No.61 of Power Electricity Law about supporting power projects in rural and remote areas. Nonetheless, after 2 years of implementation, there have not been any detailed instructions to the population. Therefore, the relevant Ministries and Branches need to issue specific instruction documents in order to create the conditions for enterprises to borrow capital from banks, which will help them improve power projects in rural and remote areas.
