The project was developed by a joint venture between CIP (Denmark) and CSC, a Taiwanese state-owned enterprise and also Taiwan's largest steel producer.
The Zhong Neng project is located 17 kilometers off the coast of Changhua County in Taiwan and consists of 31 turbines, the first turbine was installed in May 2024. Full grid connection is expected by year-end. When fully operational, Zhong Neng will generate enough renewable energy to power approximately 300,000 local households and will deliver an annual expected CO2 reduction of 550,000 tons.
Zhong Neng is the first offshore wind farm in Taiwan to be completed ahead of schedule and meets the highest localization requirements in the history of Taiwan's offshore wind power sector. It’s also the second offshore wind farm completed in Taiwan in 2024 by CIP, following the inauguration of the 600 MW Changfang & Xidao project in May 2024.

In Vietnam, CIP entered the market in early 2019 and is currently developing the La Gan offshore wind project with a total capacity of 3.5GW in Binh Thuan province, and as well some other offshore wind projects in the early stages of development with a total capacity of over 10GW. In March 2024, CIP signed a Memorandum of Understanding for cooperation in renewable energy with Petrovietnam.
