Situation of power supply in June 2008

Since the beginning of the dry season, The Electricity of Vietnam (EVN) has been trying its best to stably supply power for the socio-economic development as well as the population’s consumption despite the disadvantageous cooperation of the national power network.

This is the final period of the dry season and also the beginning of the sunny and stormy season. The situation of power system operation in June is considered extremely hard; especially there has not any new power generation to be operated. Currently, the water level in reservoirs is very low and may be lower in the next coming time. In other words, the feasible capacity of Hoa Binh Hydropower Company is just around 1,400 MW now in comparison with the standard capacity which is 1,920 MW. For the time being, the power demand is about 240 million kWh/day which is a 14% year-on-year increase and it might be higher in hot days in June 2008. The capacity in the morning peak hour (10.30a.m.) is estimated to reach 13,000 MW, increasing 2,000 MW compared to that in May 2008.
Under such circumstances, EVN continues to mobilize the available power generations, even the high cost ones. At the same time, EVN helps new power plants successfully carry out experiments so that they can officially operate in the short-term. Moreover, the Corporation applies the regulation on economic regulatory to all plants, maximizing the water resource as well as minimizing supercharging when floods occur.
Basically, in this June, EVN is capable of adequately providing power for the economic development and essential needs. However, the power system still has to restrict the use of electricity in peak hours (9.30 – 11 a.m.) with the restricted capacity of 1,500 MW on some days. The reason is that several thermopower units have to take up the periodical repair after continuous operation, feasible capacity in reservoirs are low and the progress rate of newly-operated plants is slow. Ca Mau Power Plant 2 (720 MW) has not carried out the running test. Nhon Trach Power Plant No.1 (450 MW) has just tested some 150 MW single cycles. Uong Bi Power Plant Extension (300 MW) has not been operated due to some unexpected incidents.
In this condition, every customer should economize the use of electricity and energy for general benefits of the country as well as the benefits of themselves. Saving power as instructed by the Prime Minister is one of the most effective ways to keep the power system stably operating, guaranteeing the steady power supply for the socio-economic development and population’s consumption.
