“Project of bio-fuel development by 2015 and envisioning to 2025” to be endorsed

On November 20, Vietnam’s Prime Minister signed the Decision No.177/2007/QĐ-TTg to approve of the “Project of bio-fuel development by 2015 and envisioning to 2025”. With an aim to develop bio-fuel which is a new sort of recyclable energy to substitute for fossil fuel, the project plays a part in maintaining energy security and protecting the environment.

According to the Project, by the period of 2011-2015, the country will take command of producing materials and additions used for bio-fuel production; successfully apply contemporary fermentation technology so as to diversify materials for transformation of living mass into bio-fuel. Output of ethanol and vegetable oil will reach 250,000 tons, meeting 1% of the country’s demand for petroleum. And the year 2025 is envisioned that Vietnam’s bio-fuel producing technology is raised to advanced level in the world, and the production of ethanol and oil vegetable records an output of 1.8 million tons, catering for 5% of the country’s demand for petroleum.

 

There are 4 main tasks and 6 solutions to bio-fuel development. The 4 tasks are to research and develop the technology; to put on trial the manufacturing of products used for bio-fuel development; to build the industry of bio-fuel production; and to create potentials for developing bio-fuel and international relationships on the grounds that the country actively retrieves, masters and transfers technical advance, technologies, new scientific achievements of the world. The 6 solutions are to boost the transference of research results into products and technologies; to create a pleasant investment environment for bio-fuel production; to enhance investment and diversification of financial resources towards the project’s efficiency; to intensify the construction of infrastructure and staff  training for bio-fuel development; to complete mechanism, policies, legal documents for bio-fuel development; to expand international relations and cooperation to learn experiences in bio-fuel development; and to raise people’s awareness of bio-fuel development.

 

To enable the implementation of above solutions, the Government needs to create an open and favourable environment for bio-fuel development, speed up the establishment of enterprises of all economic sectors, and encourage the investment in them through a range of preferable policies in credit and taxes, etc. Besides, it should also spread the propagation of bio-fuel’s important and sustainable contribution to the environment as well as society.
