According to the Ministry of Industry and Trade, to date, the construction work, building drawing and building inspection of Son La hydropower project have been promoted, basically achieving the general progress approved by the Prime Minister. On the other hand, bidding work to supply electro-mechanical equipments, other technological devices, and building and installing the substation system of tempering roller-compacted concrete has also accomplished the planned progress.
The project has fundamentally completed digging the main foundation pit and dealing with breakage. Contractors are concentrating on tempering bottom slab concrete, flattening concrete and breakage concrete. The digging of tunnels for drilling gallery and dewatering at the height of 105m, 138m on the left bank have been finished and the digging of tunnels at the height of 138m on the right bank, 180m on the left bank are being fulfilled. The consolidation grout hole drilling and waterproofing are being executed in line with the progress. Constructing additional categories also meets the progress rate.
Besides, the examination, establishment and approval of the Detailed Plan of migration and resettlement are satisfying the demand; the inspection, adjustment and complementation for the General Plan are being carried out. As said by the Ministry of Industry and Trade, there have been many positive transitions and optimistic results in dissemination and motivation of migration. At present, Son La and Lai Chau provinces have released regulations specifying Decision No.02/2007/QĐ-TTg of the Prime Minister. Dien Bien province is also perfecting to issue the Decision in the coming time. By the beginning of September 2007, Son La has migrated about 2000 households with the disbursement of VND 1,096/1,911 billion. And Dien Bien province has migrated 200 households and Lai Chau province 815 households.
However, the Ministry of Industry and Trade reckons that, in comparison with the target, the proportion of tempering concrete in the major construction has not achieved the plan set for each month. The project on providing fly-ash addition for Pha Lai thermal power company has not reached the progress rate. The arrangement of production and farming land for resettling people is not punctual, so there are about 1,700 households in Son La province who have not committed to move to resettlement region. The amount of resettlement has recorded 6,213/19,669 households so far, and the value of disbursement of the entire 3 provinces is badly low.
These limitations is chiefly resulted from the fact that contractors are not able to mobilize sufficient construction teams as needed. And the combination of parties on the construction site is not actually close-fisted. Furthermore, the management and implementation brigade of the project on migration and resettlement lack of experience and the avaricious cooperation between Ministries, branches and localities.
