Speed up progress rate of power plants in the South

In the afternoon of September 25, Deputy Prime Minister Hoang Trung Hai accompanied by the Government Working Group paid a visit to Nhon Trach Gas Power Project in Dong Nai province, directly examining the progress rate of Nhon Trach Power Company 1 and supplying concrete guidance for investors and contractors about the implementation of power plants in Nhon Trach and Ca Mau.

As reported by Gas and Oil Power Company, up to September 23, the combined cycle of Nhon Trach Power Company 1 has been prepared to complete the final phases and is expected to finish in March 31, 2009. Almost all systems, categories, equipment and technologies have been basically carried out. The negotiation of the power purchase agreement with EVN is also in progress.

Nhon Trach Power Company 2 has completed the compensation for land clearing and has handed over the whole land to the contractor. The leveling task is being carried out and the invitation for bid is being prepared. EPC contract is expected to be signed in October 2008 and the open circuit is projected to be generated in quarter IV/2010. The investor and PV Gas have signed an agreement on the regulations of supplying gas and are mobilizing capital for the project.

Some problems related to power plants in Ca Mau are mentioned. Ca Mau 1 has been put into operation and commercially produced power since August 4, 2008 and up to September 10, the power output has reached 304.6 million kWh. Ca Mau 2 has carried out the running test and is expected to operate on November 16, 2008.

Deputy Prime Minister Hoang Trung Hai emphasized on the progress rate and quality with Nhon Trach Power Company 1 so that this project must be completed before March 31, 2009. The Prime Minister said that associated organizations had to reach an agreement on the power purchase contract. Vietnam Oil and Gas Corporation and The Electricity of Vietnam have to speed up their negotiation. If necessary, the Ministry of Industry and Trade will directly solve the difficult problems such as electricity tariff, negotiating method and so on. The running test related matter was also addressed with the participation of Vietnam Electricity Regulatory Authority.
