As said by the Ministry of Industry and Trade, in the appointment to hand over to the next shift on the construction site of Ca Mau Power Company, Vice Minister of the Ministry of Industry and Trade Mr. Do Huu Hao requested Vietnam Machinery Installation Corporation (Lilama) to supply concrete guidance to the contractor Siemens to synchronically activate the gas turbine before May 26 and put the steam turbine into operation prior to June 30 and at the same time operate the combined cycle from September 26 to October 25, 2008. Therefore, the deadline for Ca Mau Power Company 2 to be put into operation as guided by the Ministry of Industry and Trade in the Official Correspondence No. 3281/BCT-NL dated April 4, 2008 failed to be met.
Mr. Do Huu Hao also required Lilama to carefully investigate the terms and conditions of the contract with the contractor Siemens to settle the dispute of the contract, or even to have an international arbitrator to arbitrate the dispute in order to guarantee the prestige and benefits of Vietnamese party. In the case of the worst situation, Vietnamese party can cancel this contract so that the dispute will not have detrimental impacts on the power generating progress rate of Ca Mau Power Company 2.
In parallel with guaranteeing the progress rate, Vice Minister Do Huu Hao also required Vietnam Gas and Oil Corporation to take care of the training for its human resource to assure the active operation of both Ca Mau 1 and Ca Mau 2.
