PTC4 is on the rise to the 1st rank power transmission services in the Asia

Power Transmission Company No. 4 (PTC4) – one of the 4 power transmission companies belonged to the National Power Transmission Corporation (EVNNPT) under Vietnam Electricity (EVN) is deploying a strategy on “rise to the 1st rank power transmission services in the Asia”.
 


With a main tasks on stably, safely and continuously supplying power to 22 Southern provinces, from Ninh Thuan to Ca Mau, in 2012, PTC4 gained a commercial power output of 53.969 billion kWh, accounted for more than a half of the commercial power output of the whole country, with a power loss of 1.26%, reduced by 0.2% in compare with that of 2011, which brought in a benefit of over 102.540 million kWh of electrical energy to the country.

Balanced investment in power transmission and generation
 
Thanks to the balanced investment in power transmission and generation, the Company manages and operates stably the transmission grid, contributing to the sufficient power supply to the socio-economic development and people’s life in the potential Southern areas. At present, PTC4 manages, operates 720.93km of the 500kV UHV transmission line and 5 substation at 500kV of a total capacity of 6,476MVA; 3,530km of the 220kV transmission line and 30 substations at 220kV of a total capacity of 12,366 MVA. Of which, 2 transmission line routes at 220kV voltae level have been newly put into operation (Binh Long – Dak Nong double circuit); 2 new 220kV substations of Thuan An and Tra Vinh, upgrade capacity of 220kV transformers for 3 substations  of Vinh Long, Tan An, O Mon, with an increased total capacity of 1,676 MVA. The company continues the check and take over, prepares to be transfered with the management, operation of the 500kV Song May substation, the 220kV Bac Lieu substation, the 500kV Phu My – Song May – Tan Dinh transmission line and the 220kV Vinh Long – Tra Vinh transmission line.
 
Despite of many financial difficulties, in 2012, under the close direction by the higher level, PTC4 completed well the tasks on investment, construction, with a total fund of VND 423.145 billion; energized 2 projects, contributing to the increase of operational capacity of the power transmission grid; strengthened the capacitor loading capability of the 500kV Phu Lam – Pleiku UHV transmission line; strengthened the capacity of the 500kV Tan Dinh substation. The company carried out well the transmission grid overhaul to restore the operational capacity of transmission grid, ensuring the safe and reliable operation of the substations and transmission lines. In 2012, the company completed the construction and put into operation of 112 projects of a total value of VND 139.459 billion, equivalent to 125% of the assigned fund plan. The transmission branches under the company implemented 100% of the periodical, sudden inspection of transmission lines and substations, completed most of the repair and maintenance items in the planed ones. To limit the overload, the company’s leaders have actively exchanged views on the operation and overload of transmission grid with  the leaders of relevant units to find out the timely alternatives on the appropriate operation modes .
 
In order to ensure a secure, continuous, stable and effective operation of more than a half of the national power output for serving the socio-economic development and power consumption by people in the Southern provinces, which is expected to increased by over 11% in compare with that of last year, PTC4 plans to make an investment, in this year, of VND 475.575 billion in the construction of the new transmission lines and substations. In which there are the core and critical projects, such as upgrade capacity of the bank capacitor in the 500kV Phu Lam – Pleiku transmission line; replacement of the 500kV transformer (AT1 - AT2) of the 500kV Phu Lam substation; replacement of conductor for strengthening the transmission capacity of the 220kV Nha Be – Phu Lam transmission line; push up the compensation, site clearance and loan arrangement for progressively deployment of the 220kV Phu Lam – Hoc Mon transmission line project improved from 1 circuit to 2 circuits. The company planed to use effectively, economically the allocated fund of VND 120 billion for overhaul in 2013, to prioritize the overhaul, maintenance for a secure, stable operation of the transmission grid.
 
High qualification human resources training
 
PTC4 has 1,975 staff, workers, including 43 people graduated from university and higher, 316 people graduated from the junior colleges and vocational secondary school; 1,116 technical workers were in regular training. Over the last years, the considerable achievements have been gained in PTC4, including human resources development training, step by step increase of labour quality, with focus given to capacity building for the managers, formulation of skillful and high-tech workers in order to meet the requirements on operation of transmission grid in new conditions. Based on the sectorial strategy on training in period of 2011-2015, the company has organized many in-depth training courses on technical aspects, management, operation, repair, new technologies, project management, foreign languages, informatics. Therefore, the company’s staff and workers can meet requirements of works increasingly; workers grasp thoroughly technologies, be owners of the modern and advanced equipment, the new and high technologies, especially in the period of finalization of technical management software for a more comprehensive management of transmission grid.
 
 PTC4’s leaders always pay attention to scrutinize, systemize all the internal management regulations in accordance with the sectorial standards. On that basis, the company has revised, supplemented and finalized the regulations in accordance with the legislations, the  internal management regulations of EVN, EVNNPT, together with the administration procedures reforms. Totally, PTC4’s internal management regulations include 155 documents, of which 18 documents are newly issued ones. Accordingly, the company has provided sufficient equipment to its staff and workers, such as personal protection tools, high-quality secure technical instruments, new technologies to reduce working force and ensure the efficiency of labour accident prevention and protection; registered the use of equipment required strictly labour safety and the secure working devices. Together with the training on awareness raising and capacity building for its staff, PTC4’s leaders have also paid attention to allocation of suitable works to the workers according to their qualification and specialities in order to increase the production output, efficiency of works and stabilize their income. The company is actively consolidating its machinery and working procedures from the company to its subordinate units including groups, teams, substations, in which the “Responsibilities – Compliance – Transparency – Quality – Efficiency – Solidarity – Trust – Devoted” are the core value for its development.
