According to the joint circular No. 111/2009/TTLT/BTC-BCT, organizations have to annually set up the plans for the economical use of electricity in order to save at least 10% of the electricity tariff. This is one of the measures to save electricity in government organizations and companies.
Accordingly, the authority in charge is responsible for examining and controlling the task of saving power in the organizations in the area when they approve the annual final accounts.
In case there is an organization which consumes electricity with a level higher than that registered, the authority has to analyse the situation with the superior authority. If it is due to the lack of responsibility and not conforming to the regulations, the authority has to identify the certain individuals who squander electricity and require them to compensate.
The organizations have the rights to use the amount of money saved in upgrading the infrastructure and increasing the fringe benefits for employees in accordance with the mechanism of self-control over finance.
The circular has given several measures for saving power like turning off the electrical devices when coming out of the rooms, utilizing the natural sunshine and wind, using fans instead of air conditioners when the weather is not too hot, using high-productivity fluorescence lights and so on.
