According to ERAV’s bureau chief, Mr. Dang Hung, although electricity regulatory is a brand new work and Vietnam has not had any sufficient and synchronic legal document supporting restructuring process and development of power market, ERAV has achieved some highly appreciated results such as completing and submitting to the Ministry of Industry and Trade 12 legal documents and their instructions, and collaborating with Electricity of Vietnam (EVN) in designing and constructing the pilot power generation market. ERAV has also examined and submitted to the Ministry of Industry and Trade 61 Plans of developing province-level power and has cooperated with the Ministry of Industry and Trade to complete investigating the Plan of developing national power in the period of 2006-2015 and so on.
In his speech in the closing ceremony, Mr. Pham Manh Thang, Deputy Chief of ERAV, has said that: “For a rapid establishment of power generation market in 2009 in keeping with the roadmap released by the Government, the core responsibility of ERAV from now to 2008 is to focus on observing, examining and updating the progress of the pilot internal power market in EVN in order to propose suitable solutions. Moreover, ERAV will boost the progress of building regulation and legal document system related to the foundation and operation of the power market, and promote the implementation of technical support projects for the development of Vietnam’s power market. Especially, the setting of retail tariff, transmission and distribution fee regulations and power purchasing contract, etc. will be pushed up so that they will be submitted to the Government in 2008.
In addition, ERAV continues expanding the task of monitoring the supply-demand balance and will launch a website of ERAV in the forth coming time to serve the information, management and market supervision work.
